I am not sure if this will help at all, but I just came across this from the
ARC regarding EPI Pens and Inhalers. You can get a listing for all 50

NEW YORK
Training: Training programs for EMT, first responders and camp personnel in
the administration of epinephrine and identification of symptoms of
anaphylaxis must be approved by the Commissioner of Health. NY Pub. Health
Law § 3000c. The American Red Cross program has been approved by the
Commissioner of Health.
Administration - Epi: Self-administration by students is not regulated.
Regulations cover EMTs, first responders, child care providers, and camp
personnel assisting with the administration or administering epi-pen shots
directly and all such personnel are required to complete a training course
approved by the Commissioner of Health prior to using Epi-Pens. NY Pub.
Health Law § 3000c.
Administration - Inhaler: Self-administration by students is allowed.
Good Samaritan: N.Y. Pub. Health Law § 3000a states: any person who
voluntarily and without expectation of monetary compensation renders first
aid or emergency treatment at the scene of an accident or other emergency
outside a hospital, doctor's office or any other place having proper and
necessary medical equipment, to a person who is unconscious, ill, or
injured, shall not be liable for damages for injuries alleged to have been
sustained by such person or for damages for the death of such person alleged
to have occurred by reason of an act or omission in the rendering of such
emergency treatment unless it is established that such injuries were or such
death was caused by gross negligence on the part of such person.
Interpretation: Chapters may train lay responders to assist clients with
epi-pens and asthma inhalers.

Hello Amber,
A number of the NYSRPS members have been dealing with similar concerns about
their roles and responsibilities when it comes to this topic.
In response, and to help address some of the discrepancies, we coordinated
the following session to be presented by representatives of the NYS
Department of Health at the upcoming NYSRPS 68th Annual Conference in
Saratoga.
Monday, March 31, 2:45 - 3:45 PM.
Medical Issues at Children's Camps
For people experiencing life threatening allergic reactions, the
availability of an epinephrine auto-injector is a matter of life and death.
This presentation will review the procedures developing an epinephrine
auto-injector program and discuss other medical issues at children's camps.
Speakers: Timothy Shay, Chief Sanitarian and James Maurer, Principal
Sanitarian, NYS Department of Health

Hello!
I am wondering what other Recreation Departments do about EPI pens. We have
also been instructed not to administer medicine, however, it seems like more
and more children are needing to carry around an EPI pen to do allergies.
What do you tell your staff? What do you tell your parents? Does it differ
if you do or do not have a nurse on board? Does a first aid certification
change anything? Any guidance would be appreciated. I am asked to
re-evaluate our policy and then propose something to the town attorney.
