[NYSRPS Member] Swearing at referees any policies?

Hello members,
We run instructional non-competitive Baseball, soccer, and Basketball programs which serves19 municipalities in Clinton County. The municipalities use their own fields and hire their own coaches or they get volunteer coaches for each season. We send out yearly sports handbook before each season that says what is expected of coaches, parents, coordinators, players, etc. We also use National Federation High School rule books, as well as, our own rulebooks with modifications to the High School rule book each season.
My question is does anyone run a similar league/program that may have a policy in place on what happens if a coach swears at a player and/or referee (The referees we hire and put through a certification course). Remember this is instructional and free to participate. It clearly states in our sports handbook that this is unacceptable. Unfortunately, when this does happen and we tell the coordinator of that municipality about it they don't cooperate and say that they are not going to ask the coach to stop coaching. You'd figure with the severity of swearing in front of children that they'd do something about it, but sometimes in small towns friendships run long and deep.
We've thought of not including the municipality in the program anymore and we do instruct out referees to have the person removed or if it's unmanageable to end the game if they hear it directed to children, themselves, or anyone in the area. If you have any ideas and/or policies let me know.
